This role is ideal for someone who enjoys solving complex operational challenges, developing people, and improving how a community moves.What You'll DoAs the Transit Operations Manager, you will:* Lead and support staff across administration, operations, and maintenance.* Guide service planning and long-range transit initiatives in partnership with the Metropolitan Planning Organization.* Assist with major federal and state grants, helping secure funding for fleet upgrades, facilities, and service improvements.* Ensure compliance with FTA, Iowa DOT, ADA, Civil Rights, and safety requirements.* Manage budgets and capital assets, including fleet, facilities, and equipment.* Collaborate with community partners to gather input and ensure equitable access to transit services.* Support daily route operations, customer service, detours, and service adjustments.* Respond during emergencies to help maintain essential transit services.* Serve as a key leader, stepping in for the Transit Director when needed.Who Thrives in This RoleYou'll be a strong fit if you bring:* Leadership experience in transit, transportation, fleet, or related fields* Strong communication and problem-solving skills* Comfort working with regulations, grants, and data* A collaborative, service-oriented mindsetMake an ImpactIf you're ready to help shape the future of transit in Sioux City and lead a team committed to reliable, safe public transportation, we encourage you to apply.Duties* Supervises and evaluates the work of subordinates; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments; administers safety and personnel policies and procedures.* Plans, manages, and oversees the daily functions and activities of transit administration, operations, and maintenance.* Develops Transit Development plans (TIP, PTP, & LRP) in cooperation with the Metropolitan Planning Organization (MPO) to meet Iowa Department of Transportation (DOT) requirements and to guide future service planning.* Assists with proposals/applications for federal and state grant programs including the Low or No Emission Grant Program, the Grants for Buses and Bus Facilities Competitive Program, and the annual IDOT Consolidated Grant Application; assists with procurement of services and capital projects using state and federal grants plus private funding.* Assists with establishing City and agency policies and procedures for public Transit services that meet all (FTA) and Iowa DOT Code requirements, and as they apply to federal and state funding for Transit operations.* Develops and administers annual operating and capital budgets, conducting cost-benefit analysis and financial evaluations for funds and programs; provides oversight of budget allocations, a bus fleet (including tools and equipment), a transit maintenance garage, and the Martin Luther King Jr. Transportation Center to ensure operational efficiency and resource optimization.* Develops product/service specifications for bids with the purchasing office; monitors vendor performance, ensures federal & state oversight, and approves work under contracts funded by grants.* Assists with submitting reports and statistical data for state and federal Transit requirements on annual operations and maintenance.* Plans for and helps calculate goals for the Disadvantage Business Enterprise (DBE) program; administers Title IV Civil Rights programs & LEP, FTA National Transit Database submissions, Triennial Review documentation, Transit Asset Management Plan (TAM), and Safety Management System Plan; determines cost/benefit decisions.* Meets with stakeholder groups (advisory board of directors, demographic/ethnic communities, business, transit advisory group (TAG), & neighborhood coalitions) to gain input on user needs, proposed service plans, to ensure Civil Rights access to transit programs, and to obtain feedback about quality of personnel and services.* Develops marketing programs and work with advertising providers to increase Transit ridership and revenue.* Monitors changes in regulations and technology that may affect operations; analyze transportation data to identify trends, inefficiencies, and opportunities for cost reduction.* Stays abreast of new trends and innovations in transportation service delivery and planning: research emerging products and enhancement that may be applicable to the City's needs.* Assists the Driver Supervisor in daily oversight of route operations including dispatchers and Motor Coach Operators. May assist with route scheduling, route detours, respond to customer service inquiries, and addresses complaints from the public.* Responds in an emergency and provides transit related services.* Maintains regular and punctual attendance and working hours.* Performs other directly related duties consistent with the role and function of the position as assigned by the Assistant City Manager. Understands and enforces City Administrative Policies (AP). Fills in during the absence of the Assistant City Manager.* Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. The employee is frequently in contact with moving buses and other operations related to route operations, and with facility maintenance functions.
