The Opportunity
WSDOT is currently seeking a skilled application developer to serve as the Capital Systems Developer, the agency's subject matter expert for Capital Systems tools, delivering enterprise application development and integration services that support statewide program and project management for the $6+ billion capital construction program across highways, ferries, rail, traffic operations, and facilities. Reporting to Headquarters within the Capital Program Development and Management (CPDM) Division, this role will design, develop, configure, test, implement, maintain, and document software solutions and integrations across Oracle's Primavera Suite, including P6, Unifier, Project Integration Framework (PIF), Oracle Integration Cloud (OIC), and reporting tools. The role will focus on enhancing business processes, supporting eConstruction, design development, and program management activities, while ensuring reliable connectivity between modern platforms and legacy systems used by more than 2,000 internal and external users. The position will collaborate closely with business units and IT partners to deliver scalable, secure, and user-centered solutions that improve efficiency and data integrity statewide. Our top candidate will bring advanced application development and systems integration experience, Oracle/Primavera configuration expertise, SQL and data management proficiency, and the ability to translate complex business needs into effective technical solutions.
What to Expect
Among the varied range of responsibilities held within this role, the Capital Systems Developer will:
- Apply advanced knowledge of a wide range of principles, concepts and practices in application development gained through extensive experience utilizing and developing tools.
- Analyze business requirements and translate into application designs for cloud hosted and on-premises software.
- Analyze system functionality and develop application improvements based on user needs and system capabilities that can be used by multiple divisions with varying needs and requirements.
- Modify and configure enterprise tools to meet evolving business requirements from program management, project development, and construction contract administration.
- Independently map and analyze complex data models between Capital Systems applications, upstream source systems, and downstream systems while identifying and resolving structural mismatches.
- Independently develop integration design specifications for implementation between Capital Systems tools and other agency division systems.
- Independently develop and test new integrations within Capital Systems tools.
- Independently interpret functional requirements and design documentation for Capital Systems and other WSDOT tools to develop complex workflow and non-work business processes (BP's).
- Configure business process forms, data elements, and complex calculations to allow for data entry, complex auto-creation, and other system-driven updates within Unifier using Udesigner and other Capital Systems tools.
- Develop and configure BP integration points that allow for transfer of data between business processes and non-Unifier systems using PIF, OIC, API's, and external systems to support automated transfer of data.
- Independently design, develop, and maintain complex Oracle Analytics Publisher reports using advanced SQL data templates, and layout templates to support delivery of capital transportation projects throughout the agency.
Qualifications To be considered for this opportunity, the following are required:
Application Development & Programming- Advanced, senior-level expertise in the full software development lifecycle including requirements analysis, technical design, coding, configuration, testing, deployment, and maintenance of enterprise applications, demonstrated through independent development of complex functionality within Capital Systems tools (PIF, OIC, Unifier, BI Publisher, Primavera Analytics).
- Ability to design maintainable technical solutions, establish development standards, and lead modifications that directly support mission critical project management and construction administration processes.
Business Acumen and Requirements Analysis- Demonstrated senior-level ability to independently research, elicit, and document complex business requirements and translate them into technical designs and system configurations within enterprise PMIS tools.
- Expertise in interpreting contracts, policies, and business processes; converting them into maintainable workflows, integrations, and reports; and communicating technical concepts to both IT and business stakeholders.
System Integration- Substantial senior-level experience designing, developing, troubleshooting, and administering enterprise integrations using Oracle Project Integration Framework (PIF), Oracle Integration Cloud (OIC), or comparable API frameworks, including creation of conceptual and detailed design specifications, testing plans, and performance optimization of production integrations.
Project Management Information System Utilization- Advanced proficiency configuring and administering business processes in a low-code Project Management Information System such as Primavera Unifier, including uDesigner configuration, workflow design, form development, security configuration, and lifecycle management to support construction contract administration and program management.
Data Modeling and Report Development- Advanced expertise in SQL and enterprise reporting platforms (BI Publisher/Oracle Analytics Publisher, Primavera Analytics), including development of data models, complex queries, report layouts, performance tuning, and validation of reporting accuracy for agency decision-making.

It is preferred that qualified candidates also have:
- Enterprise Integration: Advanced proficiency with Oracle Project Integration Framework (PIF), Oracle Integration Cloud (OIC), Primavera Unifier, Primavera Analytics, BI Publisher/Oracle Analytics Publisher, and SQL.
- Transportation Infrastructure and Asset Support: Experience with transportation industry/agency program management, project management and financial systems and business processes.
- Project Management: Experience leading or supporting IT project delivery activities including work planning, stakeholder coordination, milestone tracking, testing coordination, and deployment for enterprise application enhancements.
- Project Development: Understanding of the IT project development lifecycle.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
