Position(s) Required: Business Analyst-Level II
Designated Work Location: 40 North Pearl, Albany NY
** The awarded consultant is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS). This frequency is subject to change with notice. Consultants who are unwilling to be onsite for the required timeframe will have their task orders terminated.
Position Anticipated Start Date: 4/10/2026
Anticipated Duration of the Engagement: 14 months (4/10/2026 - 6/9/2027)

Mandatory Qualifications:

  • Level II- Between four (4) and seven (7) years of experience as a Business Analyst
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) reading/understanding legacy/open/transfer business and system rules to document modernized rules based on program domain knowledge.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) possessing in depth domain knowledge of SNAP, HEAP, PA, Fair Hearings, and Child Support.

Desirable Qualifications:
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) for federal/state eligibility programs and systems in the Human Service domain within a State-supervised, locally administered environments.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) responsible for setting stakeholder workshop topics, training system users, and adhering to project timelines.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) creating As Is and To Be artifacts including but not limited to: Process Flows, User stories with Acceptance Criteria, Use Cases, User guides, Screen Prototypes, Data Specifications, UML diagrams.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) performing business process reengineering and optimization, including analyzing mainframe/open systems logic and formulating modernized To-Be processes for increased business efficiencies.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) conducting Open Systems analysis of legacy/open system applications and mapping to modernized solutions, system gap analysis, plus basic scripting and query abilities.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) with knowledge of Quality Control Systems for QC Sampling, Client Portal Systems for Enrollment Intake, Worker Portal Systems for Eligibility, Enrollment and Case Management.
  • Between four (4) and seven (7) years of experience as a Business Analyst (BA) with knowledge of Application Management, Data Collection for Non-Financial/Financial information, Document Management, Client Correspondences and Support Functions for Eligibility, Enrollment and Case Management.

Duties/Responsibilities:
  • Candidate will conduct requirements analysis of Legacy, Open and Transfer systems processes and elicit, analyze, and document requirements for the implementation of the transformed system.
  • Tasks include: Identifying and documenting as-is and to-be system requirements and design using the IES prescribed business analysis methodology, processes, and tools; Conducting systems analysis and documentation on legacy mainframe systems; Meet with relevant stakeholders, including state agency and local district subject matter experts, users, and executive teams to elicit requirements; Produce work products that reflect and ensure system planning, design, and delivery are aligned with business needs; Understand and adhere to project timelines and priorities.
