Description

The City of Sioux City Police Department is offering an exciting opportunity to transcribe daily police dictation as a Transcription & Redaction Specialist (Part-Time) (On Call).

The position requires a thorough and complete knowledge of word processing, software and related practices. Qualified candidates
must possess strong typing and grammar skills as well as the ability to work independently.

The City offers competitive wages. Although this is not a full-time position, the position is eligible for our great pension plan through
Iowa Public Employees' Retirement System (IPERS).

The position works up to 28 hours a week and has a flexible schedule which includes nights, weekends, and holidays. The Police
Department operates 24 hours, 7 days week.

Our employees are required to reside within (30) thirty miles of the City of Sioux City limits which extends to other states: Nebraska and South Dakota.

Duties

  • Receives, transcribes, and enters dictation from the Police Department.
  • Proofreads completed documents; corrects grammatical, spelling, typographical and punctuation errors.
  • Organizes and preserves completed documents and digital evidence on Records Management System and S/B Digital Evidence Management System.
  • Responds to inquiries regarding the status of reports and public records requests submitted under the Freedom of Information Act (FOIA), ensuring timely and accurate communication in accordance with applicable laws and City policies.
  • Assists employees with proper use of RMS and dictation systems.
  • Formats reports properly.
  • Reviews police reports, video footage, and other digital or physical records to identify and redact sensitive or personally identifiable information (PII) in accordance with applicable laws and departmental policies.
  • Applies sound judgment and attention to detail when examining documents for confidential content, ensuring compliance with privacy standards and public records regulations.
  • Coordinates with Legal and departmental staff to determine appropriate redactions prior to public release, balancing transparency with data protection.
  • Maintains accurate logs of reviewed materials and redaction decisions to support audit trails and future reference.
  • Utilizes specialized software and tools to redact digital files, ensuring consistency and integrity of released records.
  • Upholds strict confidentiality standards when handling sensitive information, exercising discretion and professionalism in all aspects of document review and public records processing.
  • Sets work priorities and schedules within established guidelines and maintain confidentiality of work.
  • Maintains regular and punctual attendance and working hours.
  • Establishes and maintains effective working relationships with officials, other agencies, fellow employees, and the general public.
  • Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.
Qualifications

Job Knowledge: Requires a thorough and complete knowledge of up-to-date word processing, data entry, redaction software, record management software and related practices; proficient with Microsoft Office Suite or related software; knowledge of English grammar, spelling, punctuation and sentence structure; knowledge of the capabilities and operating features of the word processing equipment used.

Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to provide assistance to employees using the word processing system; requires the ability to speak clearly, distinctly and effectively with fellow employees; read in English and compare similarities and differences between words and series of numbers; apply common sense understanding to the work process, procedures, programs and services; ability to follow verbal and written instructions; maintain good interpersonal relationships; ability to display high standards of ethical conduct and refrain from dishonest behavior.

Physical Requirements: Precise use of fingers, arms to enter data into a P.C. accurately and quickly; ability to make fast, simple, repeated movements of the fingers, hands, and wrists; ability to make precisely coordinated movements of the fingers of one or both hands; prolonged periods of sitting at a desk and working on a computer; ability to see at a distance of 20" or less and hear within normal limits with or without corrective assistance; ability to identify and understand the speech of another person; frequently uses a computer mouse to navigate digital files, perform redactions, and execute precise clicks during document review and video footage analysis, requiring sustained hand-eye coordination and fine motor skills.
Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.

Work Environment: Work is normally performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general office work
Minimum Required Qualifications

Graduation from high school or G.E.D. and two (2) years of full-time computer experience in word processing or related keyboard practices
or
Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Special Requirements: An on-site typing test will be conducted, requiring a qualifying speed of 50 wpm.

PREFERRED:
  • Two (2) years of transcription experience.
  • Experience working with confidential or sensitive information.
  • Experience in a law enforcement, legal, medical, or government environment.
