Conservation Resource Technician

Under general supervision, performs unskilled to skilled tasks required in the maintenance of parks, facilities, and natural resource areas in the County. Non-standard work week. This position is under the direct authority of County Conservation Executive Director and County Conservation Deputy Director.

Essential Functions and Responsibilities:

The following duties are typical for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

  • Snyder Bend and Bigelow Park Resource Location.
  • Maintaining parks, park facilities and natural resource areas on a daily basis
  • Maintaining and using a variety of tools and equipment
  • Assisting in provision for the public safety
  • Assists in area management in the absence of the Resource Manager or Assistant Resource Manager
  • Assume responsibility of park management in the absence of the Resource Manager or Assistant which includes planning, maintenance, and management of the park's buildings, tables, fire places, tools and equipment, grounds, boat docks, campgrounds, roads, trails, restrooms and water systems
  • Supervise seasonal employees
  • Inspect condition of parks for general park safety and accident prevention
  • Assist in park patrol and enforcement of park, county and state rules and regulations
  • Provide information to insure compliance of rules by the public
  • Collect fees, draft reports to administrative staff, and assist with keeping records
  • Operate a variety of heavy equipment, vehicles and power tools, and perform and direct maintenance duties
  • Attendance is required

Non-Essential Functions and Responsibilities:

  • Maintaining and using a variety of tools and equipment
  • Perform basic plumbing, electrical, carpentry and some light construction when needed
  • Performs various other duties relating to scope of responsibility as assigned by the County Conservation Executive Director and County Conservation Deputy Director.

Minimum Education and Experience Required to Performing Essential Functions:

  • Bachelor Degree in Park Management or natural resources with (1) to three (3) years of experience in a related field required;
  • Possess a valid drivers license
  • Possession of or ability to obtain, within six month of hire, a valid Class A Iowa Commercial Driver's License (CDL) and insurance
  • Knowledge of the principles and practices of park management and related subjects
  • Computer and recordkeeping skills are required
  • Knowledge of conservation board policies, rules, regulations, and administrative procedures
  • Knowledge in the operation of manual and power tools and equipment
  • Ability to learn operation of technical equipment
  • Knowledge of computer skills to effectively operate Microsoft Office
  • Ability to plan, assign and supervise the work of several seasonal employees
  • Ability to establish and maintain effective working relations with others and to maintain good public relations
  • Skill in decision making, communicating effectively both orally and in writing, and time management
  • Basic First Aid and CPR certification
  • Ability to obtain and maintain a Commercial Pesticide Applicator license
  • S 130, S 190 Wildland Fire Training
  • Candidate for hire must successfully pass a background check, a physical examination, vision, back screen, hearing screen/test and drug screen

Language Ability:

Ability to read and interpret documents such as safety rules, operating, and maintenance instructions, and procedure manuals and/or Iowa or County systems. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the County in clearly spoken English. Ability to communicate Woodbury County policies to managerial and non-managerial groups in person and in writing. Ability to read and understand legal descriptions, policies, and procedures. Able by voice communications to express or exchange ideas by means of the spoken word in clearly spoken English

Mathematical Skills:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw or interpret graphs. Knowledge of basic bookkeeping principles. Knowledge of legislative requirements related to County systems. Knowledge of County principles and procedures.

Behavior Skills:

Ability to begin work at the starting time without tardiness, absenteeism, or leaving work early without authorization or for good reason. Conduct or appearance in good keeping with a professional image and/or position of the County. Ability to read and understand the Work Rules of the County such as Bullying will not be tolerated, theft and dishonesty will not be tolerated, and disobedience, insubordination, or refusal to comply with reasonable instructions of authorized supervision will not be tolerated. Ability to cope with numerous time sensitive requests from County offices. Attendance is required

Ability to apply common sense understanding to carry out simple one or two stage instructions. Ability to deal with standardized situations with only occasional or no variables. Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Equipment Used:

Operates a variety of heavy equipment, vehicles and power tools, and performs and directs maintenance duties in the park district. Ability to skillfully and safely operate and maintain a wide variety of heavy equipment, vehicles, power tools; chain saws, ladders, Knowledge of computer skills to effectively operate Microsoft Office and Arc View software.

Possess knowledge of general office equipment and procedures, computer, typewriter, printers, calculator (10 key), copier, mail process machine and including ability to type rapidly and accurate proofreading. Possess knowledge of subjects relating to County Conservation system. Physical ability to work with hands, to stand for extended periods, to perform routine heavy manual labor routine (50 to 85 pounds of dead lifting and to walk stairs carrying 50 pounds) and operation of motor vehicles and equipment

Physical Demands:

This is a physically demanding and physical mobile position requiring the ability to work with hands, to stand for extended periods, to perform routine heavy manual labor (50 to 85 pounds of dead lifting and to walk stairs carrying 50 pounds on a frequent basis) and to use considerable force frequently or constantly to move objects and to work during possibly adverse weather conditions.

Horizontal and vertical reaching motion is required. Aptitudes required are those typically associated with operations related to County systems, numerical and forms perceptions, clarity of vision 20" or less to view computer screens and for preparing and analyzing written data and to determining the accuracy and thoroughness of work and observing general surroundings and activities, legal documents and cards; eye/hand/foot coordination, hand and finger dexterity, motor coordination, grasping and repetitive motions, hearing to perceive information at normal spoken word in clearly spoken English. This is physically mobile work requiring operation of motor vehicles and equipment; this worker is subject to inside and outside environmental conditions, atmospheric conditions, travel hazards or hazards encountered while conducting investigations.

Environmental Adaptability:

Work is performed in all environments and has exposure to all environmental issues. The employee is subject to adverse environmental conditions

Applicants must meet the following requirements:

Bachelor Degree in Park Management or a Natural Resource related field with one to three years of experience in a related field required. Possession of or ability to obtain, within six months of hire, a valid Class A Iowa Commercial Driver's license (CDL). Possession of or ability to obtain an Iowa Commercial Pesticide Applicator's License, CPR certification and complete Basic First Aid Training. Will be required to complete S130, S190 Wildland Fire Training. Computer and recordkeeping skills are required. A County application form and a resume are required.
