Reports to: Gaming Commission Chairperson



Salary (Grade): $40,000 Annually

Status: Reg., FT (Exempt)

Condition of Employment: Three Year Term



Location: Winnebago Gaming Commission Office in Sloan, IA



Job Purpose & Position Overview
This Commissioner is responsible for overseeing the regulatory aspects of the Winnebago Tribe of Nebraskas Gaming Operations. This position will be responsible for the monitoring and compliance of the gaming operations with the Indian Gaming Regulatory Act, The Tribal/State Compact and the Winnebago Tribe of Nebraskas Gaming Code. The Commission and Commissioners are charged with the Statutorily Delegated Powers of the Winnebago Tribal Council as set for in Section 9-208 of the Gaming Code and to perform such duties as requested by the Tribal Council.

Specific Job Duties/Responsibilities:


  • Demonstrate the Winnebago Tribes core mission, vision, and values.

  • To monitor all gaming activities on the Winnebago Indian Reservation on a continual basis.

  • To adhere to, uphold, and enforce all tribal laws, directives, rules and resolutions pertaining to gaming.

  • To adhere to, uphold, and enforce all federal and state laws specifically applicable to gaming on the Winnebago Indian Reservation.

  • To monitor and ensure compliance with the State of Iowa Compact.

  • To monitor and ensure compliance by a manager and/or operator with the terms of an applicable Management agreement or any collateral agreements.

  • To promptly notify the Tribal Council of any non-compliant, illegitimate, or unlawful activity.

  • To conduct background investigations in order to issue tribal gaming, vendor, manufacturer/distributor license in accordance with Article III of the Title 9, Tribal Gaming Code and to impose, rescind, or reduce civil penalties for break of the gaming code or rules of the commission.

  • To grant, suspend and revoke licenses pursuant to Section 9-312 of Title 9.

  • To investigate the background activities and conduct all licenses.

  • To certify gaming devices in Accordance with Section 9-305B and Section 9-308 of Title 9.

  • To draft rules as it deems necessary to implement the provisions of Title 9 and to present such rules to the Tribal Council for approval and adoption by Tribal Resolution.

  • To seize as contraband any gaming device not certified pursuant to Section 9-308 of Title 9.

  • To specify the payout from all authorized gaming and the payout rate for all gaming devices.

  • To conduct administrative hearings as well as communicate rules as to how such hearings are administered.

  • To issue any subpoenas.

  • To mandate and obtain complete access to all buildings, offices, records, personnel and equipment relating to the gaming operation.

  • To take all other action necessary or appropriate in order to carry out the duties set for in Title 9, the Winnebago Tribe of Nebraska Gaming Code.

Required Qualifications/Skills:

  • Must possess a minimum of an Associates Degree (A.A. or A.S.) from a nationally accredited institution of higher education and/or equivalent experience.

  • Must be at least 21 years of age.

  • Must not have been convicted of any felony or gaming related offense.

  • Must possess and maintain a valid drivers license and meet drivers eligibility guidelines for insurance.

  • Shall not have a financial interest in or management responsibility for any gaming activity, on or off the reservation.

  • Shall meet the licensing requirements of Section 9-303 of Title 9, the Gaming Code.

  • Must have at least three (3) years prior experience in one of the following areas: Finance, Management, Human Resources, Gaming Device Operation, Surveillance Operation, or Administration.

Supervisory Responsibilities:
  • To oversee and govern all Surveillance departmental activities.
Training Requirements:
  • Must attend all meetings and training courses as directed by the Gaming Commission Chairperson.
Physical Requirements:


  • Normal to light office work which includes the ability to lift up to 10 lbs.

  • Regularly required to walk, stand, and sit for extended periods of time and use hands and/or feet to operate computer keyboard, phone, various office equipment, and company vehicle.

  • While performing daily duties, the employee is regularly required to talk and listen.

  • Above average social interaction skills

  • Reasoning/Analysis

  • Works with minimal to no supervision

Language Requirements:

  • Must possess the ability to read, write, and speak the English language fluently.

  • Must be able to continually and effectively employ professional verbal and written communications skills.
